The Westphalian dispensation was that a state may regulate whatever takes place in its territory. But limitations on sovereignty free agreed to themselves as an expression of sovereignty, he says. And so states realizing that they and other states have certain legitimate interests in regulating activities which take place in other territories have over the years accepted these links into ' heads of jurisdiction' He argues there are many grounds on which states can regulate what takes place abroad.
