Air Traffic Control, Class D Airports
Smaller class d airports can sit under busier air spaces, like they can sit under a bravo or under a charley. You have to establish communication with air traffic control in order to enter the right air space. Some of these smaller airports don't have radars and instead use binoculars as their main tool for keeping track of planes.
