The way we use those words is very heterogeneous and they're showing that there's enormous discrepancy in how someone interprets the word most likely. So in some ways it feels cowardly and a sleight of hand to not actually say what is the meaning. We probably should right? Yeah, right. I've seen some institutions even put in an insert in their reports most likely means greater than 95% likely could which is a kind of a pseudo quantitative way to get around the subjectivity of those adjectives.
