The Underwater Part of the Iceberg

On the surface of it, the outcomes in terms of amount of deal sign or quality of deal sign is definitely an underperformance. But I think that what's important is the underwater part of the iceberg. And we can only an occasional glimpse into what has been really discussed and what might materialize but not publicized. This has been a practice even before the war that Russian China would sign something like S 400 deal  and then make it public six, 18 months later. Now nothing is being publicized. So we have to rely on either the US intelligence community sharing with us through global media,. Or some patriotic Chinese bloggers who spot some new fancy hardware that the Russians sell.
