Presidential National Security Presidential Directive 51

Presidential national security presidential directive 51 allows the president to basically overwrite the US government and create a new one. It's never been tested. Many people think that if they tried to do it, there'd be challenges. If a nuke goes up, no one knows who actually did it. Regardless, Russia's going to get blamed. I've been blaming Russia for everything. And of course it had to be Putin.
