How to Reform the Biosciences

If you could wave a magic wand and change how the biosciences were funded, what would you do? But it can't just be giving more money. So many things is changing how it happened before. Many things right now is going to produce. I would bet that it won't work but I wouldn't say. It's the magic. And many, many good things about it.
