Do Any of the 12 German Chancellors Rise to Power Normally?
The only one who came to power normally as a result of a normal election victory without any major crisis facing him was the German Chancellor Helmut Koll. In 1989 he was faced with the changes which Mikhail Gorbachev had really brought about and that was then the collapse of the Soviet bloc in Central and Eastern Europe. He rose to the challenge then and they did play a significant part personally in bringing about German unification in 1990 and also in the changes in Europe in 1991.
