Is the Fed Leaning More Toward Transparency?

The Fed has been more transparent in recent years, says Simon Tisdall. He believes this is because they want to keep interest rates low for a long time. But wouldn't the world of no transparency be more volatile and shocking? The market would have probably been jolted in a really bad way if it had just surprised everyone with a 75 basis point hike on Wednesday.
