What's Going on With the Russian Defense Forces?
The Joint Force Commander is in charge of all Russian assets in the war. He makes decisions and then just simply informs the defence ministry what's going to be done. The regular National Guard commanders have very little influence over the Qadirovzi, who basically take orders from Grozny. I am deeply skeptical that bringing Groznymov in will make any real difference to that. If Putin isn't willing to actually enter the fray and make it clear that people ought to be listening to GroznyMov or else, then I don't think things will change.
