Introduction
Ukraine's President Zelensky was the star attraction at NATO summit this week. But even before his arrival, mood music was that Ukraine wasn't going to be offered membership. When Turkey also held up Sweden's membership, it seemed like NATO had some trouble ahead of the summit. Things did change on the eve of the summit when Erdogan said he wouldn't block Sweden's application anymore. And then during the summit itself, Zelensky appeared to accept that even if membership wasn't forthcoming, the head of NATO was more clear than before that it might come one day.
