The second triumvirate is built really off of caesar's funeral pyre. Brutus and cassius have already fled. They are leading a major republican movement centred in naco, greece and macedonia. And these guys need to raise an army to go and fight them. Prescriptn not just a way to take out potential enemies of the current ruling hunta. There're also a way to get money to military operations.
