Is the Atomic Energy Act a Backward Position?

The president gets to decide what is or is not classified without very much of a by your leave from the people who actually write laws. The courts have long dealt with the line between the foreign policy power vested in the executive and whatever vestiges of foreign policy power are in the legislative branch. Nobody has actually made the argument that the atomic energy act, for instance, is unconstitutional.
