Sanctions are not a substitute for normal life. Sanctions are the substitute for military action. The people gat herd much more with military action than they would get with sanctions. So you use sanctions as an arthorityasas a substitute. That's how i would see it. Now, the question really was, and is in this case, wet sanctions on russia. Are the clant of sanctions enough to deter?
