Are You Defining Behaviorism in Machine Learning?

The term behaviorism refers to a movement that dominated psychology throughout the early part of the 20th century, associated with figures like Watson and Skinner. It was founded on the idea that to understand the human mind, you really have to understand first how humans behave or understand solely how humans behave. And I think your critique is that reinforcement learning assumes that there is some specific set of behaviors which are optimal in the world given an externally specified reward function. And I share your skepticism about that approach. But it's not all there is to the story. We need answers to the question of how intelligent systems generate their own purpose.
