The idea here is to get a situation where the potential energy dominates over the kinetic energy. You want the location of the electron to be determined by its repulsion from the other electrons. So you need them to not be wiggling around very much. Most of them use either some sort of like layers of 2D materials to hold these electrons together or some like external magnetic field.
