Oil Markets - What's the Biggest Problem?

The EU has put in an embargo on importing Russian oil. However, they match that with this oil price cap. Which says that you can buy Russian oil, provided it costs less than $60 the cap. It means that all of the oil that used to leave Russia and go to the EU, which is a sale of like four days, suddenly in effect can't go to EU ports anymore. So it's been sent halfway around the world to India and China. And there, India and China are refining it and then sending it back to Europe.
