Turkey is proving to be co operative on certain things, particularly in regard to russia and ukraine. But india is in a tough spot because it has a legacy arsenal composed of soviet and russian weapons. And you don't just change out the weaponry from your supplier overnight. So with turkey, whee, sanctions were applied, but there still is a dialogue with turkey. In contrast, india purchasing the s 400 system is a less desirable candidate for being sanctioned, according to the catsa sanctions.
