Is There a Deterrent to Drug Addiction?
A lot of this is also predicated on the model in Portugal, which was pulled off a lot better with decriminalization. But there's no perfect world where you can be totally libertarian here and say, let's just let these people self-destruct and overdose and die on the streets because that's a net positive. You need to, at a certain point decide if we're not going to apply criminal penalties, there needs to be some sort of deterrent to this extreme.
