Is There a Cap and Trade Scheme in the Scheme?

No new projects until overhaul of the environment law is another. The safeguard is sort of oddly a cap and trade scheme without a cap. I'm wondering whether or not to your point about pollution can't keep rising from fossil fuel developments. If we end up with a scheme where pollution from coal and gas goes down rather than up as is the trajectory at the moment then that broadly is where we want to get to.
