In areas where there's bad housing policy he finds landlords treating tenants very badly because they have no outside option.Clegg: Under certain political economy arrangements, I'm in favor of public housing. It can go wrong, but if it's the only way of getting new housing built then I think that's acceptable. But I think there are market ways of handling it.
