DePonder: The issue of improving the court's ethics rules has languished because disclosures have only come to light on the conservative side. DePonder: Wouldn't it be great if justices were submitting forms like everybody else in the government where they were signing off under penalty of perjury? "I'm still deeply troubled by the tone that we're seeing come out of the court as though they don't take the issue seriously," he says.
