How Scouting Works?

I mean, we should assume that the scout has got a reasonable better than average understanding. The incentives are just so strong, and it's very difficult to resist. Would it help if the person's failures were given as much prominence as the one in a thousand successes? I'd ha thought so, because everything's based on survivorship bi us, isn't it?
