Is It Necessary to Break With Governmental Authority?
St. Paul calls higher powers are men established in power to whom we owe subjection according to the order of justice. He says, this is the kind of kicker in Thomas' teaching, and he says, indefinitely higher powers so that we may subject ourselves to them by reason of the sublimity of their office even if they are wicked. So the suggestion here, and this is the split the block, is that our obligations to our community are not conditional on the sovereign keeping up his or her end of the contract. They are inherent in God-given duties.
