The Importance of Planning in the USSR
In a planned economy, you do not have a business cycle. You can sort of know roughly where the economy will be in five or ten years. Another thing that you can do is introduce explicit environmental constraints. Finally, we can choose to have either a shortage economy like in the Soviet Union and deliberately produce more than it's actually necessary.
