David Parker Ray and Cynthia v Hill
David Parker Ray was a mechanic for the state park in Elephant Butte, Montana. He made torture devices from junk to restrain and constrain his victims. Handy told investigators that Ray had an obsession with taking photographs of his victims during their torture. She also said he kept physiological forms documenting each victim's physical features.
