If you're a legislator, there is no basis other than consequentialism. But utilitarianstend to not understand that people need these ties. They need either religion or something like religion. And so in some of my talks for a while, i was pointing to what i called the singer cass dimension. I spent a year at princeton with peter singer and anthony appia. It was one of the high points of my academic life. So anyway, i'm sorry that was a long, indea way of answering your question. Now, i suspect that there is some normative basis for those for loyalty, authority, sanctity, but it's just takes more work to make that clear
