Google came up with an optimization such that this is happening. 99% according to Google, most resolvers will just take whatever is in the packet and would apply back. Spoofing is not easy, by the way, like spoofing an IP deck it's a very sophisticated attack. But yeah, in a nutshell, that's what's the cash poisoning is, right?
