The first known use of this proverb in english was from author john clelan's bordy novel, memoirs of a woman of pleasure. The content of the book is in the words of mary whitehouse, founding president of u k and campaigner against permissive society. So i looked up the origin of this, and on fhrasers dot org dot u k, there was a good explanation from where this came so i thought i would read it out for ugas.
