Cosmic rays aren't exactly like particle collisions inside the Large Hadron Collider. In a head-on collision, the two particles cancel one another's momentum out. The upshot of all of this is that a microscopic black hole produced by the collision wouldn't go careening off away from the impact and into outer space. It would be stationary.
