If our brains were perfect at this our prediction would match exactly what's coming in to our senses. But there are too many possibilities of what could be going on. So we have certain priors and you know if I'm walking down the street and go into the park and I see this kind of wiggly thing on the ground I could interpret that as a curvy branch or I could interpret it as a snake. And it could turn out that both explanations minimize the prediction error up close to the data that I'm getting through my eyes.
