The State of Mind Department?

CNN's John Sutter says the State Department is involved in a global engagement center. He says it was founded as an interagency group that involved multiple DOD entities. Most of its employees are exiles from the counterterrorism world, he says. "It sounds to me like a study in bureaucratic mission-free missions," Sutter says.
