Senn: Good policy has to be made and has to get through almost by accident, the political process. And what we can say for sure is that startups are no good. We don't have huge lobbying budgets. We're not having lunch with congressmen and senators are flying them on our planes. So thoughtful policy has to emerge sort of by accident.
