When you start talking about rights this way, as if they are the property of the state to confer upon those whom they deem to be persons, then you're going to open yourself up to nonsense and horrors. That's why this is a religion, and that's why it was built in from the beginning - even back in the seventies when it was supposed to be safe,. legal and rare.
