All digital identity systems will have been developed by governments or, as you mentioned previously, they've contracted a private company to use their proprietary system before. Whereas what we're seeing here is something that, at least in theory, is being openly developed so that the bad actors can influence the system. If the open source community developing the project becomes large enough and has a diverse set of people highlighting these sorts of things, then hopefully we should get a system that has all of those things in mind before it gets deployed.
