When an apostle dies, another can be appointed to take his office. So see that already in acts one. And then as the apostles move around on their missionary journey, toabout the middle part of acts we see that when they cannot be physically present any more, because the church is growing too large for their personal pastoral responsibility. They appoint men whom they call presbyters, to represent them and to share in this governing authority. In acts 15, when a problem arises in the church about circumcision, they call a church council, which involves not just the apostles, but also thesee bters,. Also these men that they have appointed. This sets up this idea that these guys are sharing
