The FTC's Strategy for Making Progress in Merger Cases

Do you see an overall strategy here? Is there a plan through like a thread that goes through these cases of how the FTC is going to move the needle and actually ultimately get court wins? Because it seems like no matter what they do, if they can't ultimately get judges on board, it all it's not pointless, but it will have limited effect. So are they just kind of being aggressive while they can or ... do you see a strategy here for them to actually make progress by their likes? I think though that in some sense in the meta within case, for example, they bow to reality, right?
