The Pope's Local Authority Is Not Given to It by Councils
In canon six of Nicaea, it models the other bishops authority off of a pre-existing Roman authority that isn't given to it by councils. So all the other metropolitan get their authority from councils. Even when Constantinople comes along later and tries to put itself in the number two spot, it doesn't have the audacity to try to put herself in the number one spot.
