Only locals can apply to buy these flats and prices are around 35% cheaper than on the open market. Locals got together to organize the creation of this building called Citizens House. The site was a row of unused garages and it was denated by Lewisham Council who backed the project. Because locals are in charge, not developers or a housing association, they set the rules.
