The US's Strategy for Counter Terrorism
The US government and all of its resources is very good at doing one thing at once. But it's not so good at thinking about the Soviet Union during the Second World War, or taking preventative measures during the war on terror. And this strategy on the part of Chinese intelligence follows a Chinese saying: watch the fires on the other side of the bank burn, which allows you to avoid entering battle. It seems to me that when we look through the intelligence and security lens, it seems pretty clear that China had no intention of being a plane by the existing rules. It wanted to supplant them.
