Muff, or Material Unaccounted for, is the amount of nuclear and radiological material that goes missing every year. Since 1991, there have been roughly 20 times that authorities around the world have seized illicit weapons materials. In every known case, the materials have come from former Soviet states. The US cooked up the concept of red mercury in order to dilute and confuse the market for nuclear materials coming out of the USSR, says Peter Bergen.
