In places where races have always been close, one or two points can make the difference. Fewer people than ever are willing to split their tickets and vote against what they identify as their party identification. So it's both predictable and unpredictable because if 10,000 votes is the difference between a candidate winning a state out of 6 million votes cast, then every election is going to feel like one side or the other is wrong in terms of polling.
