Several of the larger emitting countries are now not attending. It just gives it a littbit more of a sense of focus or urgency. The uke government were very pleased when joe byden confirmed to be going, i think they will be unhappy that they haven't been able to get some of the other world leaders there. I presume there'll be something in terms of a russian presence even if husan himself is not there. But it's obviously a statement of intent.
