The Disadvantages of Congress Oversight
The ability to levy criminal penalties on human beings for first ignoring subpoenas, being held in contempt by Congress doesn't mean much to people. If you refuse to hand over everything, they could start investing any for obstruction. So there's all kinds of handicaps built on that side of the system, not so much on the DOJ side. It kind of like brings home this point that government oversight works and you get that check and balance between Congress and let's say the executive branch.
