How to Surveillance a Criminal
You can grab somebody at church? You can. It might look bad, but you can grab them on the way out of church. They are probably not doing the same thing there. There are a lot of ways to bring an old man who weighs 300 pounds and walks with a cane into custody where he is not standing around his AR 15. We call that surveillance into interdiction or tactical surveillance. Interdiction was the FBI's buzzword TSI is something my team did for a living.
