Marley's governments say ongoing insecurity is the reason why voting can't happen this month. Coos can attract lots of public support when they start, if they replace deeply unpopular governments. If the new regime stays on too long, it's difficult to unseat them. The regional group has 15 countries as members and mediated with the coo leaders. But that back fired because it caused the population to rally round the new leaders.
