Yavgeni Progosian was a petty criminal in Leningrad, what we now know as St. Petersburg. His first business venture was creating a hot dog stand; he then opened an Oake cuisine French restaurant called Old Custom House. He eventually parlayed into a bigger catering business and a contracting business providing food to Moscow city schools,. And so they created this small private military company or mercenary group called Wagner.
