Climate Clubs

Two swiss economists have run an experiment where they allow people to punish bad actors. So if i see that player s d thinks a lot, is not contributing, then i can privately pay a dollar to take two dollars away from him. And the second surprising thing is it works. The people who've been punished say, ah, ok, i guess i'm supposed to co operate. Bill nordhouse has suggested creating what he calls climate clubs. It's very much like the paris accord, that countries would agree that we're all going to reduce our omissions.
