The Fear of Resistance Within the Civil Service

On both sides, there's this thought that possibly within the civil service there's now what's called a resistance. But actually this can go beyond the politicization of civil servants' advice to subversion through these organisations. So that's both in some ways the fear, the Trump people fear that the deep state is subverting the Trump agenda. And it's the hope, the people who want this agenda to be subverted hope that right thinking in their mind civil servants might do it. Is there anything to that on either side?
