What Happened to Lotteries in the 1960s?

By the 1890s, lotteries had been made illegal in every state. Lotteries still existed, but they moved underground. The 1960s brought about what John calls a new era of legal lotteries. 14 states passed lotteries between 1963 and 1977. And then they return in the 1980s.
