Is It a Selection Effect?
Setti is an effort to reach out and establish contact with other civilizations, or at least detect their presence. There seems to be more optimism in the sety crowd to me. It's less of an automatic assumption that the way aliens view us would be extractive. As a civilization progresses it also may be matures like it reaches its own form of humanism,. And maybe that extends beyond its own species too.
